So, I downloaded a couple of themes, loaded them onto a FAT32 USB drive (inside a folder labeled THEMES, which was inside another folder marked PS3), then went to the themes section on the XMB, selected install, and selected my USB drive. But, it says "there are no themes". Is the information on the Install page here old?
When I downloaded one from the site using the console's browser, it worked fine, but I can't get them to install from the USB.
Please help.

It should be "THEME" not "THEMES".
