Missing MSVCP71.dll file?|PS3 Themes|Forum|PS3 Themes

I just joined and have started to try and make some ps3 themes myself and when i feel like i've finished, i click on "Build Theme" and a pop-up says that i'm missing an "MSVCP71.dll" file in the system and to reinstall the program. I've reinstalled multiple times and nothing works, I can't even use the program anymore after installing the 3.0 upgraded version and installing the 4.0 version doesn't help either. Anyone know how to resolve this issue or where i can actually find this .dll file? I've tried the "msvcp71.dll" file but it also doesn't work, so i'm guessing i need the one with all caps if it even exists. Any help would be appreciated. This is my first post (obviously) since i've just joined.
