Is there a program to issue dynamic as these 3?|Theme Requests|Forum|PS3 Themes

Hello I come to you to ask if it were able to put somewhat of a "video" like a reproducing dynamic issue as far as I'm asking because I have done and seen in the dynamic issues that have come home to only be replaced other images, such an issue where something moved only just turning that image was replaced and the new spinning as above but with the new image on.

This is the example that I saw today put on Playstation Network, my idea is to replace the video background with one that I want.
The jumps which gives an image to another are of 3 types of different issues there, I only stopped for not raising the camera 3 videos I've recorded different and often.
