All three are checked and I re-installed 2.5, 3.0 and 4.0 beta. Still, it won’t show up.

Ok, bro! As I supposed, .NET Framework 3.5.1 is already installed in Windows 7 by default (that’s why it doesn’t accept other versions)… Looking again your “ON/OFF features” page, I also noticed there are 2 other options. So, you should do the following: 1) first of all, uninstall all the Theme Builder versions you have. 2) go to the “Windows Features on or off” page, scroll it down and find the .NET Framework 3.5.1 checkbox: make sure there’s a tick in it, if not, do it. 3) now click the + sign next to the NET Framework checkbox to expand… Read more »
I actually replied a bit too quickly last time, I though I have 3.5 but as you can see, it’s not in the installed programs list, but it is in the “Turn Windows Features On or Off” -list. But the fact still remains, 3.5 installer won’t start at all.
I uninstalled it Theme Builder by using “Uninstall a Program”. After that I installed 2.5, then 3.0 and then placed/replaced 4.0 beta files to Theme Builder’s folder. I didn’t try to open the program until 4.0 was placed.

That’s weird! If the Windows Features page says that NET Framework 3.5 is there, it means that it’s already installed (for this reason it doesn’t accept the 2.0 version), so it should be sufficient turn it on.
Ok, wait: unless the check box is only a preparation for a future installation of that NET Framework version (even if it looks strange to me)… but it could be.
So, in this case, I think you should find the latest version, turn the feature on and try to install NET Framework.

..and it says I already have it installed. I also tried to install SP1 for it but it says I should use “Turn Windows on or off features” to install or modify it, which is in control panel, to install it. I found nothing there that could help. Here’s picture of it:

Windows 7… Mike12888 has the same OS and the procedure worked. Well, from the programs/features list you sent, I see that you only have .NET Framework 1.1 installed, but as I said, Theme Builder absolutely needs .NET Framework 2.0 or higher to work correctly (and that could be the main cause of your problem). Ok, first of all I suggest you to download a higher version of .NET Framework and install it on your computer. I installed 2.5 and then copied 4.0 beta files to Theme builder directory. Also, when I click View » and click any of the buttons, nothing happens. Any other way to replace those new icons?

Not sure did I install that beta right but I just copied every file to Theme builder directory, which replaced 14 files if I remember correct.
